While I think that just having a storm blow up isn't a good idea -- unless
it leads immediately into an adventure (see "The Shape of Things A Commin'"
in the HOE library), I wouldn't worry too much about things being contrived.
After all, every adventure you run is, by definition, contrived.  What you
want is something which doesn't break the "willing suspension of disbelief"
of your players.  A good use of a storm might be to force them to take
shelter where a group of people running from something or in some other need
of help has holed up.
