Right. But even in this situation, the normie gunslinger is a viable character
because he can buy a lot of bullets with Belongins. ("They used to laugh at my
pappy for hoarding all this food and ammo. Look who's laughin' now.")
And by the time the bullets run out, the gunslinger should have all sorts of
interesting additional skills, if the Marshall is doing things right, and
rationing the last bullets becomes an interesting roleplaying situation.
Not to mention with Weaponsmithing and Chemistry (and perhaps some Belongins
for tools and/or raw material), you can make your own bullets. (Plus, a Junker
can make bullets out of more random components for the gunslinger character,
placing an AB character, interestingly, into a support role for a
gunslinger...)
