Well as I recall, Delta points are spent after the die
roll and added (unlike other die rolls) to the highest
total. I would say that both players roll, calculate
the results along the way, and when both players agree
they won't spend more points then the results stay.
Easiest way to do it. Have the higher player state
whether he's going to spend any points or not. Then
the next player spends points or not. Keep
alternating until both players agree not to spend
points and are both happy (or at least conceed that
spending points would be a futile gesture) with the
results.
Now note I mention players. Unlike deadlands which
gives the Marshall chips to throw at the players (and
I wing em real good), BNW doesn't mention the Guide,
nor his NPCs as having Delta Points. They only seem
to be for players, and represent the hand of fate, so
if your players are having opposed rolls against each
other ... well, you could follow an old rule that fate
doesn't aid interparty conflicts, and not allow the
spending of delta points for such acts.
