Well, I'm not sure if it _is_ an abuse.  As noted, it is done in HoE without 
a whole lot of problems - I run HoE and there don't seem to be a lot of 
problems with focusing your skill points in one area.  The current (i.e., 
printed, IMO) BNW rules let you do the same thing.

I suspect any abuse I saw would get punished simply by the nature of the 
campgain in general (i.e., the guy who put his Spirit skills in Speed would 
find himself coming up short on those Perception and Persuasion rolls).

Actually, I believe it might be referenced in the message you get when you 
subscribe.  I may start digging through the older stuff, but there's only so 
many hours in the day...  :(
