The way I see the Brave New World, there are a good amount. One in 5000
maybe, maybe a bit less. There has to be enough for it to be likely that
a group of them could meet up.

Personally, I think there are about as many deltas who have unlisted
power packages, then there are of those who have power packages written
down in the books. When helping a play with character creation I
encourage them to make up their own power packages. Frankly, I just
can't imagine a whole bunch of those twenty, then just a few unique
kind.

I think it would depend on the country. Some places, I would think a lot
more stuff would happen to people that would make them awaken.

Not as many in delta prime as there are in the defiance. I would think
it would be a lot harder to join DP, then it would be to join the
defiance. The DP would take just anybody.

I would think they are rare. One in every hundred deltas, probably more.
I haven't used many (zero to be precise) and so I would say they are
rare. Although, I guess I should start using them.
Of course that's just what I think, so, whatever.
