Here is my take on this, after talking about it with a friend ...
Deltas probably run somewhere between 0.5% and 2% of the population - and
here is my reasoning:
There need to be ENOUGH Deltas that most people know someone who was
affected by Delta-based violence. This allows Kenedy a free hand because
scared people are easily manipulated. On the other hand, it is a small
enough number that MOST people would not personally know a Delta -- as it
is hard to demonize a minority when you know a person in it.
Thus, most small towns might have generated a Delta (and depending on the
personality of the Delta, it could be the town Hero, the black-sheep, or a
well kept secret) or two - and they probably left for the big time or to
find better protective coloration. Minor cities may have a small resident
delta population, agaim dependant on the character of the community.
Moderate cities probably have a FEW unregistered Deltas, as there are
enough people to hide in plain sight, and possibly a few public Deltas as
well. The majority of the Delta population, however, will be found in the
largest cities, as these cities allow for the best type of anonymity - a
single face in a large croud. Except for Crescent City and a few of the
OTHER megopoli, 2% is probably a reasonable upper limit or the hidden
Deltas would be tripping over each other.
