Merrilie, Walmart also has a product called "Out", back in the pet dept. 
Works on the same principle, specifically for pet urine, and feces,
odors.  Comes in several sizes up to a gallon jug.

Also, no matter how long it takes you outside, you must establish that
Sam has to outside.  I know it can get frustrating, but he absolutely
must get that point.  Until you see him do the job, he has either got to
be outside ( preferably ) or in the crate.  Only way I can see you
getting past this!
