[HOE] Cyborg RoE - Marshal preference?

Just curious about the opinions of the Marshal's out there: do y'all let 
the players take Emancipated before or after drawing for the Rules?

I let my resident deader choose afterwards.  Maybe I'm a wuss, but seeing 
as how it says "remove" and not
"prevent" 'em, that seems right.  Besides, that table is REALLY nasty.  A 
light can who is required to hoard vehicles, destroy ammo, shoot to kill, 
absorb enemy fire, act under martial law, and make reports every 2pm ain't 
gonna live that long, badass plasma blade or no.
