All it says is "negating", not regenerating or gaining back.  I seriously
doubt that you're able to just pay a couple white chips and get back Wind,
and that's certainly the way I'M keeping it.  You don't want the Wind, you
pay BEFORE the fact, just like wounds.

The "after taking damage" part is put there, probably, because sometimes you
don't know exactly how much Wind you're gonna take.  Drowning, for instance,
is based on the difference between a TN and a Vigor Roll.  Likewise, the
Wind loss from taking wounds is open-ended.  This means that you have to
wait until AFTER the Wind has been determined to figure how many chips to
spend.  You can't just pay a chip before the dice are rolled because you
could end up spending a blue chip to negate four Wind, or a white chip to
negate 15.

That's how I'm interpreting it, anyway.
