I've always played it that fate chips can always give you 5/10/15.  It's 
only wind, and player's are spending their experience points to negate it.

Heck - it's a RPG, RPG's have Marshals.  It's not some CCG where you have 
to break down each sentence fragment for the accurate interpretation of the 
punctuation marks.
