Au contraire. "If you need to negate wind (after taking damage from
bleeding, drowning, brawling or something else), each level of Fate
Chip negates 5 points of Wind as shown below."
"After taking damage". Couldn't get much plainer than that. It may
not be what they meant, but it's what's written. There's no
correction in the AR.
