It's not official, but that does seem to be the consensus. A player has the
option of tacking on an extra hindrance any time he wants for "free", so you
might as well allow it during character creation. As an extreme example, I've
been working up a character who was a serial killer before the war; the carnage
and horror of the Apocalypse opened his eyes, and he's now a hero trying to
atone for his sins, but still haunted by his past and by his lust to kill. He's
got Bloodthirsty, Vengeful, Heroic, and Night Terrors, 15 points total. For an
even more extreme example, a guy I know once made a character for a
three-episode mini-campaign who had Bloodthirsty, Vengeful, Mean as a Rattler,
Outlaw 5, and Intolerance: Lawmen 5. :) Marshal had a bit of trouble with that
character...
