[HOE] Rules Question

Please, please, PLEASE do not flame me for this somewhat simple
question, but I can't find it in the core rulebooks for HoE.

[This is for character creation, mind you]

Can a character take hindrances that would put them OVER the 10 point
mark if they only get credit for the 10 points? 

[This is for the character creation software program that I am writing,
so it's important that I get a somewhat "official" answer] 

Myself, since I run GURPS, I would just let the characters take all the
hindrances they want, but they still only get a MAX of 10 points.
