[HOE] Weird West/mad scientist question

OK, I've read Smith & Robards but not the Weird West core book. I understand
Reliability, it's rolled just like Stability. What mechanic determines whether
you get a minor mishap, major mishap or disaster if you do fail a reliability
check? I'm thinking of adapting the reliablity rules to junker devices, it seems
to make more sense than the random and arbitrary Instability Table.
