Like I said - technically no - as the book says that Drawing a Bead is for 
Shootin' rolls.

In fact - you might even look at is as sykers and such already have their 
aiming bonus - it's just that their base target number starts at a 9, +4 
for aiming bonus - 5.  :)

This one is a Marshal's call.
