If he's in Deus, he wouldn't necessarily need to be a full cyborg to get a
fetter. The Scruggs make custom cyberware on commission, so there's no reason
why they shouldn't be able to install a spirit fetter and power focus without
any of the other tripe that cyborgs normally come with.

Of course, the installation process is pretty damn risky, not to mention the
lovely idea of walking around with potentially explosive junker tech lodged in
your brain, so he might decide to take a pass on that.

Hmm, an interesting twist involving Deus just occurred to me. The Command &
Control package lets you modify the Rules of Engagement of lower-ranking cyborgs
in the same service, right? If there are any ranking deaders in Deus (and there
surely must be at least a few), it would make a lot of sense for them to remove
the RoE of any compatible, lower-ranking 'borgs in town as a public
service--can't have newcomers going loco and knocking down buildings just 'cause
someone in the street was wearing the wrong color shirt, after all. (Though they
might well add a single new one, to the effect of "I will not harm any citizen
of Deus without just cause or betray its location to outsiders"!) As a result,
any low-ranking 'borg who comes through Deus is likely to leave with those pesky
Rules removed...which is pretty game-breaking if they're PCs. Hm. Might be best
for you to ignore that little tidbit after all.
