Ah, the explains a few things then.

One further question, say I had a can with a rating 5 PF, does that mean I
choose, when the PF is implanted, which harrowed abilities I can use, and at
what levels, PERMANENTLY?

Or do I just have a limit of 5 levels of harrowed powers, which I can change
to suit my needs?
