Well, I'd say you'd just have to develop them individually rather than just
starting with them. I'd put them in Pyrokinesis simply because they deal
with heat. After all, cold may not be hot, but according to physics there
is no such thing as cold (which is why I think we should all use Kelvin as a
temperature scale, but then that's me). This being the case, you're just
manipulating heat by causing it to flow into the surrounding environment and
thereby decreasing the temperature in the target object/area/what-have-you.
