Actually Tom, Sykers *can't* have cyrokinetic powers,
at least according to the Brainburners book.  On page
9, the narrator specifically mentions that while
Sykers can manipulate/control fire, they cannot
control or manipulate any other elemental-type force,
like water or ice.  He goes on to say that scientists
were working on the problem, but Armageddon put a
damper on their work schedule...

Of course, nothing's stopping you from using such
powers in your game, in which case, I'd make them an
offshoot of Pyrokinesis.  Perhaps you could expand
Pyrokinesis to include all elemental control.
