No, the Miracles are done as a result of power granted by the divine.  The
Librarians have Faith in something, it's just not any sort of deity.  I'd
actually like to see what they have Faith in specified.  Hell, I'd almost be
more willing to grant it to they who pray to mighty Truckasaurus than the
Librarians.
