OK, I've got the answer to your question about what Frame size the weapon
should be, but the answer to the other one should take a bit more
thought.

The size for energy weapons isn't based on the Frame size of the device
itself like normal weapons, for the very reason you mentioned: The blade
isn't material at all.  the number of slots it fills is equal to the die
type times the number of dice.  An energy axe that does STR+2d10 (as the
axe on the table does) would take up 20 slots, and fit in a Frame 3
device.
