Again, individual Marshals are free to do with as they wish (as always! :) 
), but...that is not what is suggested by Spirit Warriors itself.  The Sioux 
only kept _one_ highway/mag-lev open before the Last War, and only because 
of the treaty with their former brethren in Deadwood.  The Northern Alliance 
has no way to bring political or military pressure to bear on the Sioux to 
"force" them to keep a path open specifically for the NA (although the NA 
presumably took advantage of the tech-friendly path just like everyone 
else).

The Sioux are pretty specific about who they allow through their Nation 
(i.e., any non-Caretaker unless he has specific business with the Sioux 
Council).

It is certainly possible that an individual posse might play out an 
adventure where they manage to earn the permanent favor of the Council, and 
are granted free access via personal totems supplied to them.  There is no 
suggestion that the Convoy has done such a thing, or that the Sioux would be 
interested in having such a tech-heavy group do such a thing.  There is 
really nothing they need or want from the Convoy.  The Sioux aren't 
interested in tech (not that it would work for them anyway), and they seem 
to have plenty of food.

Of course, individual campaigns may vary.  However, Spirit Warriors itself 
(and right now we are discussing what's in that book, right? :) ) certainly 
goes out of its way to establish that the Sioux Nation, and Deadwood, is 
inaccessible to land vehicles of any kind larger than a bicycle.  Presumably 
John Hopler had his reasons to establish this big chunk of territory as 
impassible to land vehicles and make it a general no man's land as far as 
trade routes and such, and may expound on this further in future.
