Sorry, one of two errors on my part. The Sioux will also allow those of
Native American ancestry through, as well as Caretakers and those with
business with the Council. As per pg. 30 of SW, however, they are required
to take the Old Ways Oath at which time they are apparently adopted into one
of the clans.
Where the guy who transcribes the report in SW ("Librarian McDowell") falls
is not clear. He doesn't sound like a Old Way Native American or say he was
adopted into a tribe or anything. Presumably, going into the Sioux Nation
to do interviews (pg. 30) falls under the category of permitted Council
business, but also note that he isn't given a totem or anything to make his
technically-oriented recording stuff work or anything.
I was also incorrect in one other statement earlier, in that the Sioux
_does_ have some pollution (from spilloff and all from outside their
territory), so do require the use of Caretakers. The implication is still
that the Sioux itself doesn't produce Caretakers, but welcomes outsider
Caretakers (again, of Native American ancestry and who swear the Old Ways
Oath) to deal with this problem.
In fact, as someone noted, Caretakers require a totem to use their magic in
the Sioux Nation, lending further credence to the fact there are no
"homegrown" Sioux Caretakers.
