You know, you say that, but one of the fiercest arguments in my HoE game 
was when I took that (going with the second option and noting how powerful 
that would be for one point) stance (while explaining to a new Syker Player 
how Fortitude works), and a player argued with me for over an hour.  he 
then asked the other HoE Marshal if he was using that rule interpretation.
