The problem lies in the wording. It is unclear to what is being referred by
the word "that" in the description ("A syker can continue to use powers up
to double his normal strain. When a syker uses strain beyond that (he goes
negative), he must make a simultaneous Vigor check...). It's apparent that
the "he goes negative" part was meant to clarify this, but it just does a
poor job.
Which is why I asked the question to make sure.
And now I know. And knowing is half the battle.
