[HoE] A request for aid with my campaign

Hi, all:

I ran the adventure from the back of The Last Crusaders, and the actions of
my players have sent my campaign spiraling far from the "offical" HOE
campaign. To make a long story short (and it is long; I didn't want to
bore the list with all the details) Boise got overrun by the Destroyer,
Simon, Biletnikoff, every Templar in town at the time and just about every
civilian was killed. Now I'm happy with this plot twist, but it raises a
few questions that have to be answered, and I'd appreciate opinions on what
the answers might be.

First of all, with Simon dead and no replacement having been chosen by him,
can there be new Templars? It's been established that it's Simon who
sparks the focusing of the Saints' powers into an individual when they are
officially made a Templar. Without him to invest the power into people,
how can there be new Templars? Will another Templar suddenly manifest this
ability and take over his role as head of the Templars, or will they just
die out?

Second, what's going to happen to the Fear Level of Boise? Should I have
it shoot back up to six, now that the Templars have suffered such a major
blow? For that matter, what kind of impact would this have on the Fear
Levels all across the Wasted West, since so many look to the Templars as
protectors against the evils of the Reckoners?

Finally, does anyone have any opinion on how the major badguys of the
Wasted West would react? I'm seeing the Cult of Doom taking the
opportunity to make a major grab for power, while the Combine proceeds with
business as usual.

I'd appreciate any opinions or thoughts. I had planned for all sorts of
actions and responses for my players when I ran this adventure, and not in
a million years would I have thought it would play out as it did.

Thanks in advance,

-Ralph
