It is rather ambiguous there.  Speed 2 is quite reasonable for larger objects
though, especially when compared to the speed of slowburn.  It could be that
the speed of  "varies" is supposed to reference the table.. maybe there should
be an extra column for speed.  I pity the poor guy caught in power armor when
this one goes off...  not to mention the anti-cyborg potential.

Though as a Doomie Player I'd be quite happy with a speed of 1.  :)

A 13 isn't too hard for someone with 5d12 faith  (and I doubt many doomies have
less than that!) but the strain is very heavy, as it should be.  And unlike EMP,
there isn't anything to salvage afterwards.  So yeah, completly destroyed sounds
correct.
