Remember It's completely up to you. As you stated, there is no official answer
for this, and I doubt there will be.
A few ideas:
Without Simon acting as a catalyst for the saints, you can become a templer
happens spontaniously... but you have to do something damn impressive to get
the attention of the saints. I mean *really* impressive.
Alternativly a bunch of "normal" templers could try and call down teh favor of
the saints... perhaps instead of just Simon a group of experienced templers is
required to make a new templer. Entry standards drop as they try to rebuild
their numbers. This leads to a few "bad" templers with some very twisted
interpretations of the test of worth.

It should go right back up to at least six. News of this will perculate slowly
across the West, but there are still templers out there. There should be no
mass fear-levl raising, but as teh number of templers drops over time there
will be less people lowering the fear caused by other abominations.

If one power group was being held back by the templers only, then now is their
chance. I dont think this is too likely, since (IIRC) the templers fight all
the bad guys pretty evenly. What is likely is that the purple doomies will try
to move to take over part of the responsability of the templers, healing the
sick and fighting off abominations in an attempt to increase the publics
perception of them, to get aid in the fight against the evil doomies.
