[HoE] Points spent on cyber equipment

When you all, who have the cyborg book make a cyborg; how many points are
allowed to be spent on extra cyber equipment?

the book says that a veteran of the wasted west cyborg gets four extra
points to spend on powers or equipment.  Now, are only these four points
gained from that edge spendable on equipment or can the actual 15 points
from the edge be spent as well?

any ideas would be wonderful....
