I read it as spending only the 4 points in lieu of Harrowed powers for
the equipment. Plus another 5 points for Cyborg-only Hindrances. Nets
you another $18,000 to spend on Cyberware, Systems, Programs, and
Cyborg-only equipment [like the M-2011A. A pistol that I am extremely
fascinated with. Might be because of the 20 Range Increment. Might be
because of the 3d8 damage (even though d8's just don't roll well for
me). The M-2011A gives me wood.]

Speaking of, anyone else have a problem with d8's rolling poorly for
them?
