[haggis] Basic card values

I spent some time thinking about this.  My conclusion was that most objects in the game should be player-positive.  The cards should be worth something.  The rules should all either help you or guide 
you to a way to help yourself (see: oddeven).

This expands the pool for paths to victory.

However, I'm torn between making most rules close to equivalent in value and having some that are real outliers.  If there's one big one (oddeven on garnets in #89), that's going to be the one path to 
victory.  But, if they're all really close and of piddling value, it's a crap shoot as to whether the hand you've built it better than the other guys'.
