I'm currently running HoE, and generally require Terror rolls the first 
time the group meets a creature, and only additional rolls if they see 
it again and it's actually scary.... Requiring rolls for my posse of 3 
grit heroes against Walin Dead is kind of ridiculous, when they've 
nuked or waded through dozens at a time before...
