I *should've* made this clear in the book, but let me please try
to do so here and now.
No-Sell requires a vamoose the same way certain hexes (like Foil,
IIRC) do: characters can only use No-Sellr in response to someone else's
action (e.g., someone trying to introduce them to the Power of the Punch),
and must discard their highest card to do so. Therefore, no cards=no No-Sell.
And that's it. Characters don't have to move nor does it effect
the TN of the attacker.
