what you’re doing. I would go with the lower level in language
to cover how hard it is to be understood.
But what you’re describing as far as negative modifiers to persuasion
and overawe due to speech impediments and the like can be covered by Habit. Habit is something the person does that
negatively affects other people’s reaction to them. You’ve got the same levels and a negative modifier to persuasion
for each level. As a Marshal, you
can simply rule a 2 point Habit gives a –1 to persuasion and overawe instead of
a –2 to persuasion alone if that fits your situation. Anyway, that’s my two cents for what it’s
