 Well, most of it is already covered - a foreign person who grew up with
 a different language (there's your Spanish and Chinese accents taken
 care of) could take English at only 1 skill level, rather than the 2 that
 native English speakers start with.  That's how I've handled it.

 Asides from that, if you wanted to do somebody with a real thick hillbilly
 accent or something, maybe you could fuse the Squeaky and Tinhorn
 hindrances together somehow?
