Isn't there already a Ferner hinderance, that covers language
differences/accents? Ferner could be applied to many situations
(Yankees in the South are Ferners, and probably the subject of
Intolerance as well, assuming they were'nt shot or imprisoned right away
(if deserving of such treatment!)).
While I can't say as the situations originally described wouldn't count
as hinderances, I'm guessing that some of the existing Hinderances could
be stretched to fit. Sure, stutterin' don't make you a ferner, but can
make you just as hard to understand as a ferner.
But as always, YMMV.
