30 second skin through - I'd ditch it. One of the things (I happen to
like) about Deadlands is that the magic systems are different and distinct
from each other.
This idea crosses that boundary, and to be frank - once you start mixing
powers the potential for abuse is exponentally increase.
How about realigning this to where the trained agent gets serums from an
Agency Alchemist. Only the agent (who has been treated and trained
with the super-serum program) can use these.
The serums that comes in all contain one shot of a mystical power.
The agent first pays for the arcane background. And then for X (1?2?)
points the agent can then attune to each type of serum.
And maybe for Y points the Agent can have two powers going at the same
time.
And the potential for character abuse is phenomenal. Residual memories
from the distilled serums, manitou possesion when using a harrowed power,
random kung-fu hindrances, mislabeled serums, etc. etc.
