Some scientists aren't cut out for the Noble prize but are masters of making
small improvements.  Your character is one such person.  You get a +4 to
your roll to design a blueprint that requires a Pair.  For each hand above a
Pair that is required, the modifier is reduced by 2 until penalties start to
accrue for higher hands (+4, +2, 0, -2, -4, -6, etc.).
