I like the idea of Gizmo Malfunctions temporarily raising the vicinity's Fear Level, though I could easily see an angry mob forming at a much lower level than 5 or 6. In fact, at those Fear Levels, I think anyone remaining would have more on their minds than stringing up the Scientist. How about have the chance of a mob (or at least a negative reaction from the townies) start out somewhat middlin' to high, and actually go down as the area's new Fear Level goes up and the townspeople become cowed by their fear? Of course, the higher Fear Level makes the chance of something much nastier than a group of liquored locals with a rope fetish appearing much, much higher. And that would be something the Scientist is directly responsible for, and should feel responsible for getting rid of.
All in all, a good idea. A bit of tweaking required, in my mind, but definitely a worthwhile concept.
