Okay, I have my book in front of me, and it doesn't say straight out. Figure 
the maximum number of points for Edges you can take at character creation is 
25 (10 for hindrances & 15 from the Veteran o' The Weird West).

No taking Hindrances to get points for Edges can ONLY be done at character 
creation. A player can opt to take on a hindrance later (maybe that shady 
shyster gets a conscience and develops the Heroic Hindrance), but he gets no 
points for these.

At the Marshal's option, you may allow players to buy edges with their fate 
chips during play (pg 148) for 3 times the Edge's point cost in Bounty 
Points. i.e., if a player wants to take the 5-point level-headed edge, he's 
going to have to fork over 15 points worth o' chips.

Hindrances can be eventually bought off as well; the rules for this are on 
page 146.
