Yes, the points can be used to buy either Aptitudes or Edges. But the 
players do not have to take the full 10 points, they can have fewer. But 
whatever the total number of hindrances is it is the number of extra points 
that the player gets.

For example a player takes only two hindrances Loyal (3) and Heroic (3). 
This gives him a total of 6 extra points to buy edges or aptitudes with.
