Zero.

You start with Zero points to buy edges.  None, nada, nil, zip, zilch, the 
big goose-egg.

If you take a 3 point hindrance you can:
A:  Buy a 3 point edge.
B:  Buy any combination of edges totalling 3 points.
C:  Spend 3 more points on your skills.
D:  Buy a 1 point edge and spend 2 points on skills.
etc.
