I play it this way in the game I run.
When one side or the other gains full dominion, the other side can do
nothing but brief interruptions (I.E. by spending ships, etc) until full
dominion is won back. Characters start with control, but not
necessarily full dominion. If the manitou ever won full control, he
would then be in charge, but until he has all the dominion (even lacking
a single point) the character is in control.
Once the manitou has control, the character will not have control back
until he acheives full dominion again. This way it is a teetering slide
in both directions. Obviously, if a character loses control to the
manitou, it pretty much makes them an NPC (Except in specific instances
and good roleplayers).

That's actually a really good question. One option is
that they manage to boot the manitou back to the
Hunting Grounds and they finally get some eternal
rest. Then again, look at somebody like Stone. He's
got his manitou cowering in a corner whimpering like
some little mamma's boy.
Another option is that they have the manitou so
bullied into doing what they want, the manitou may not
even want to contest Dominion at all. If a manitou
gets control of the Harrowed if it gets total
Dominion, wouldn't it work the other way around?
Wouldn't the Harrowed be able to bully the manitou
(who's stuck in the body, of course) into what they
want done (ie all those nifty powers).
