Tradtional Steam engines heat water, which then turns into steam, which then 
turns a turbine of some sort.  Then the steam is then vented out into the 
air.  Thus the water is wasted.  Maybe Mad Scientist Devices dont allow the 
Steam to escape and instead recollect it and allow it to cool and be used 
again.  Thus very little water is actually wasted(some might still escape).

Now to actually implement this idea in the real world is almost impossible 
but this is where our suspension of disbelief comes in.
