I would think no. It's not an even contest - control isn't shared 50/50
during normal times, and it's not shared proportionately - the manitou
only gets to come out for a little while, now and again, whilst the hero
gets the wheel nearly all the time. Only when the hero loses dominion
completely does the manitou take control.
Therefore, I think letting the hero take over forever when he gets full
dominion is going far too easy on the character. Maybe he dies, alright -
that'd be fair and good. But I'd say either that, or carry on as normal
except that he can't gain any more points.
In terms of mechanics, if the hero getting full dominion meant he gets
permanent control, it'd be plenty easy for somebody with D4s in Spirit
to chip themselves to full dominion (all 4 points of it), whilst somebody
with D12s would have a long, hard road ahead of them to get full dominion.
Which is backwards...
