I like the package. Although maybe "Spike" would be a better name?
Personal taste I guess.
I'd add that while the spikes are out the delta has the Obvious -3 quirk.

Most on/off powers require some type of roll to activate/use, whether it's
the blaster's shooting or the copycat's spirit roll. Maybe an Easy spirit
roll to extend the spikes?

This one seems kind of weird. Does he grow a big spike and fire it, or
does it just extend really far? Can he extend spikes right afterwards, or
is he unable to use his power for awhile?
What about:
Spike-spray- with an extra success on his spirit roll to extend his spikes
(or a melee attack) the spike can shoot all the spikes out of his body
like a shrapnel grenade. The attack has a BR of 3 and everyone takes full
damage in the first increment and 1/2 damage in the second. Base damage is
5d6+5. After this the delta cannot extend his spikes for one hour, as his
body has to "grow" new ones.
> Counterattack- With an extra success with a dodge roll in close combat, the

This is a LOT of damage to inflict for one extra success. Imagine if a
goliath or bouncer hit him. Maybe change it so the delta does a sacrifice
instead. He takes regular damage (he actually dodged INTO the guy/attack),
but the opponent takes str+5d6+10 damage as well.
Cool idea overall.
