Depends on what the limit on the power is.  As I noted, in the best comic 
book example I could find, the person only gained immunity to a _specific_ 
superpower.  So a Nemesis-type facing a Blaster would only gain 20/- armor 
against a Blaster's Blast attack(s).  He wouldn't get _any_ power if faced 
by two people, a Blaster and another opponent with a Gun (say, a Gunner :) 
).  Depending on what limitation the Guide imposed, he might not even get 
the benefit of the 20/- armor if the Blaster came over and punched him.

Like I said, it's more of a storytelling/Guide fiat type of power, rather 
then something I would suggest giving to a player.

Depends on how imaginative yoiu get, and how much you try to group the 
Nemesis' new power within the existing ones.  A Nemesis might get the 
ability to spray highly slick oil against a Speedster, for instance. Or an 
elongation-type power to hit a Flyer.  Or the ability to project a bright 
light against a Sneak, both nullifying their chance to sneak around and 
possibly (not guaranteed) blinding them.

The Nemesis power as I've seen it and would apply it would probably require 
a fair degree of imagination on the part of the Guide.  Depends on how 
flexible you want to make it, I suppose.
