In a way it is more powerful because if he responded to a blaster by
becoming a tough, then he gains the powers of a tough and ISN'T vulnerable
to a bullet. Plus, what would be the response to most powers? Flyer? The
only way to really "counter" that would be with another flyer (a blaster
could do something to a flyer, but not really in coutner role). Speedster?
You said the counter would be another Speedster. Sneak, well there you
could have a Watcher. But it seems like for a lot of PP the counter would
be the same package. That's basically a Copycat, isn't it?
