Another campaign idea that I tinkered with (after watching Mystery Men) was 
have all the characters start out as Deltas, but the real heros (Alphas) are 
still around and continually upstaging them.  Even though the Alphas are 
exceedingly powerful, there are not that many and they can't be everywhere so 
the story / campaign evolved along the lines of the Delta team attempting to 
make a name for itself when the Alphas are not around or unable to do the 
job.  It really doesn't matter how powerful the Alphas are or there exact 
abilities, only that they are infinitely more capable than a Delta with only 
a single ability or trait.
