[BNW] City patrols

In a few of the posts there was talk about the army patrolling the
streets of BNW cities.  Actually it is referrenced in Ravaged Planet.
New York has more Delta Primers patrolling it then any other
city...while technically not the army it might as well be.

Of course, the fact that BNW New York has massive Delta and delta vs.
alpha battles that has created an atmosphere that allows massive amounts
of Delta Primers on the streets.  (kind of like the first issue of DC's
Kingdom Come)

Anyways, just an observation.
